On order of the Court, the motion for immediate consideration and motion to waive transcript requirement are considered, and they are GRANTED. The application for leave to appeal prior to the decision by the Court of Appeals is also considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court before consideration by the Court of Appeals. The motion for stay of proceedings is also considered, and it is DENIED.
Cavanagh, J., would deny leave to appeal but would issue a stay of proceedings.
