On order of the Court, the motion for immediate consideration, the application for leave to appeal from the March 22, 2001, order of the Court of Appeals, and the motion to grant immediate effect to the Court of Appeals order are considered. The motion for immediate consideration is GRANTED. The application for leave to appeal is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motion to grant immediate effect to the Court of Appeals order is moot and is therefore DISMISSED.
