By order of November 29, 1999, the delayed application for leave to appeal was held in abeyance pending the decision in People v Bulger, (Docket No. 112694). On order of the Court, the decision having been issued on July 18, 2000, 462 Mich. 495 (2000), the delayed application is again considered, and it is DENIED, because we are not persuaded that the question presented should be reviewed by this Court.
Cavanagh, J., would grant leave to appeal.
